In the end, it is a matter for the appraiser to judge. The evaluation is naturally conducted by the appraiser.

However, it should not be subjective. Because subjectivity means individuality. The criteria that only individuals agree with are difficult to win the majority's favor. In the end, I think it is objectivity that many subjectives have been agreed upon.

That's why it's hard to say that quality is either because it's evaluated as objectivity with subjectivity.
