The four forces are markets, laws, norms, and architecture.

In the first place, I think the meaning of the word collective intelligence is also intelligence created by individual efforts. When you do a task or solve any problem, you come to a conclusion more quickly if you do it together than if you do it alone. Many people have completely different values and ways of thinking. However, I think that the idea of multiple people piled up and located just in the middle of it is objective collective intelligence for many. It takes a lot of samples to define the word collective intelligence. So I think individual contributions are very important.
